In the first attempt of its kind, The Plain Dealer enlisted an independent workplace consultant to determine the top workplaces in Northeast Ohio, based entirely on ratings by their employees. Companies, nonprofits and government agencies in 11 counties were eligible to participate if they employed at least 50 people. A total of 129 agreed to allow a survey of their work forces. The companies themselves decided whether to participate. Neither The Plain Dealer nor the Consultant chose them. Of 76,570 total employees, 41,579 received surveys in February, March and April, and 25,710 responded. Employees were asked to indicate, on a seven-point scale, how much they agreed with statements such as "I have confidence in the leader of this organization" and "My manager listens to me." The survey company then correlated and tested the responses for accuracy before ranking the 129 participating employers. Only the top 75 workplaces were reported to The Plain Dealer, ranked in three categories based on number of employees. The Consultant said it categorizes employers by size because smaller employers tend to score higher than larger ones. It would be unfair to rank the two together. For additional fairness, the top three employers were ranked in order, followed by the others alphabetically.The Consultant also singled out 12 employers for "special awards" based on the strength of responses to individual questions.
